From 16 October 2026, airport security staff in Thailand will be allowed to open a checked suitcase without the owner present if the scanner shows suspicious contents. The rule comes from the Civil Aviation Authority of Thailand (CAAT). The bag is opened in a designated area, the process is video-recorded, and a notice of inspection is placed inside. The passenger is informed afterwards.
Who is affected: only checked baggage, meaning bags travelling in the aircraft hold. Carry-on luggage is screened as before, in your presence, at the entrance to the sterile zone. The grounds for opening a bag are narrow: the X-ray image must show an item that looks prohibited, dangerous or restricted for carriage. If the image raises no questions, the suitcase goes on board closed. According to Bangkok Post and Rawai.com, this is not random or routine opening, and it applies at Thai airports including Phuket.
The logic is practical. Previously, while a passenger was paged or searched for in the terminal, the baggage cart moved on and sometimes the flight was delayed. Now the airport is not obliged to wait.

How you will know your bag was opened: a notice of baggage inspection is placed inside. That paper shows the bag was opened officially and not by a third party. The procedure is recorded on video, and the airport operator, not the airline, is responsible for keeping the records of who carried out the inspection and what was found. Prohibited items, explosives and dangerous materials are confiscated under the law and are not returned.
Which lock to use: CAAT recommends locks with TSA approval. Security officers have a universal key, so the bag is opened and relocked rather than forced. A cheap padlock from a souvenir stall protects against neither theft nor inspection and will simply be cut. Stretch wrap from the check-in hall will be cut as well, and nobody has to re-wrap it. One decent TSA lock on the main zip is enough. For a soft bag holding flip-flops, a towel and sunscreen, a lock is optional.
What not to put in checked baggage. Spend five minutes before departure from Bangkok, Phuket or Samui moving these into your cabin bag:
- power banks and spare lithium batteries, which airlines require to travel in the cabin
- laptop, camera, jewellery, cash and documents
- medication you need on the day of travel, with a prescription or original packaging
- lighters, gas canisters and aerosols, the most common reason a bag gets pulled for manual inspection
- odd-shaped or dense souvenirs such as knife sets, figurines with metal inserts, and bottles wrapped in opaque material
Short connections deserve special attention. If a bag is opened at a transit airport, it may miss the onward flight. When building your itinerary, book flights with a generous buffer between legs, especially on winter departures from Thailand when terminals are crowded.
If items are damaged or missing: check your suitcase before leaving the baggage claim area. Once you walk into the arrivals hall, proving the lock was cut at the airport gets much harder. Find the notice inside, photograph it and the condition of the bag, then go to your airline's baggage service desk in the arrivals hall. Questions about the inspection itself go to the airport operator, which keeps the records and video. A confiscated prohibited item will not be returned, but damage such as a torn zip or broken casing can be pursued. Keep the notice until you are home.
FAQ
Can my suitcase be opened without me in Thailand?
Yes, from 16 October 2026. This applies only if screening shows a suspicious, dangerous or restricted item. The bag is opened in a designated area and the process is video-recorded.
How will I know my baggage was inspected?
A notice of baggage inspection is placed inside the suitcase. The passenger is informed after the procedure, not before.
Do I need a TSA lock to fly from Thailand?
It is not mandatory, but CAAT recommends it because officers can open it with a key instead of cutting it. A standard padlock carries a higher risk of damage.
Will confiscated items be returned?
No. Prohibited items, explosives and dangerous materials are seized under the law and are not returned to the owner.
Does the rule apply to carry-on bags?
No. The new procedure covers bags checked into the aircraft hold. Carry-on luggage is still screened in your presence.
Does it apply at Phuket airport?
Yes. The rule covers Thai airports, including Phuket and Airports of Thailand destinations.
